How to Add New Admin or Moderator to blogger, blogspot

First of all log in to Blogger.com after successful login

1. Go to the top left column, 
2. Select the blog you want to add as admin or moderator
3. In the left column, click Settings 
4.  Scroll down to Basic's and click it

Locate "Permissions," find "Blog Authors" and click Add authors.
Enter the email address of the person you want to add.
Click Invite authors.
Has shown in the image below

Next step login to your e-mail account you invited and accept invite
after successfully accepted invite, you will automatically becomes
a Moderator which has limit access to the blog.

And now to make it Admin which has full control access to the blog
login to Blogger.com again after successful login
now repeat previous  step

1. Go to the top left column, 
2. Select the blog you want to add as Admin
3. In the left column, click Settings 
4.  Scroll down to Basic's and click it 

Now Locate "Permissions," under it you will see the invited account as Moderator has shown in figure  4 in above pic
click the moderator a drop down menu will display then you can change the user access to Admin  
then scroll up and click Save Settings.
